Council staff arriving for work this week discovered twelve fully planted rose bushes arranged outside Teabridge Town Hall.
Nobody appears to know who put them there.
The roses, each planted in a large terracotta container, appeared sometime between Sunday evening and early Monday morning.
A handwritten card placed among them contained only five words:
“Teabridge could do with something lovely.”
Town Hall staff initially assumed the flowers had been delivered by the Parks Department.
The Parks Department denied all knowledge of them.
Unfortunately, a section of bunting left over from a community event had partially obscured the nearest CCTV camera.
Residents have already begun referring to the unknown benefactor as the “Teabridge Gardener”.
Council leader Bernard Thistlewaite confirmed that the roses will remain.
“Whoever did this clearly put a considerable amount of effort into it,” he said. “We certainly aren’t going to send them back.”
Asked whether the council planned to identify the gardener, Mr Thistlewaite said it was probably better not to.
“Some mysteries,” he said, “are rather nicer left unsolved.”
